Public Power San Diego
Public Power San Diego is an educational initiative dedicated to informing San Diegans about the benefits of transitioning to a community-owned, nonprofit electric utility.
We operate as a project of San Diego EarthWorks, a 501(c)(3) California nonprofit corporation.
Our organization brings together seasoned San Diego organizers with expertise in engineering, journalism, community organizing, and movement building.

Bill Powers, P.E.
Steering Committee
Registered professional engineer with extensive experience in energy and environmental engineering, air emissions control, and regional energy planning. Qualified expert witness before the California Public Utilities Commission.
Barbara Jaffe-Rose, BS & MPA
Steering Committee
Originally from New York City, relocated to San Diego in 1987. Community activist since 2020 when she helped establish the nonprofit public power movement. Specializes in leadership, organizational development, and event planning.
Mark Hughes, BSME
Steering Committee
Mechanical engineering degree from Kansas State University. Career spanning coal-fired and gas turbine power generation. Experience includes consulting at investor-owned and municipal power plants.
Isaiah Glasoe
Steering Committee
Background in engineering, architecture, and film production. Experienced in creative direction, personnel management, and organizing. Recent work includes SEIU 221 and Power San Diego PAC.

Former San Diego Union-Tribune reporter (21 years), covering the energy beat for a decade. Public Power San Diego founder. Tierrasanta resident.
